DAVA State Department Commander Elaine Phillips resides in Victoria, TX.  The DAVA State Department Adjutant handles all invitations and unit correspondence for the DAVA State Department Commander.

Adjutant Spence is the contact for technical information regarding DAVA State Department and unit responsibilities.  She will delegate procedures to and through proper channels.  Adjutant Spence also handles record keeping, updates in unit and State files, general correspondence and follow-ups for Commander Phillips.
